Each Neighborhood within St. Charles belongs to a larger Village. Each Neighborhood and each Village has its own homeowners association. Each Neighborhood HOA is intended to have an architectural committee and each Village HOA is intended to have a PDRB.
All homeowners are required to submit an architectural request application to the HOA and/or PDRB review boards for review and approval of any alterations/modifications to the exterior of any property within St. Charles before any alterations or modifications can be done.
FOR WOODED GLEN VILLAGE ONLY, please follow the specified process to submit applications for Neighborhood HOA architectural review or Wooded Glen Village PDRB review:
The following additions/modification requires PDRB review, approval and county permit before the addition or modification can be completed:
Deck
Driveway Extension
Home Addition
Patio
Shed
Solar Panels
Tree Removal
Commercial/Industrial/Non-Residential – Property Improvement, Sign Installation or Use Approval***
All other exterior alterations/modification or improvements to your property other than those listed above must be submitted to the Neighborhood HOA architectural committee for review and approval before any alterations can be made.

Select your Wooded Glen Village Association, then select your assigned neighborhood association for the application link needed to complete the electronic PDRB application via the portal.
Follow the instructions and fully complete the PDRB application form
Upload all other supporting documents, to include the following:
Plans and specifications, dimensions (can be included in spec sheet or work order from contractor)
Complete list and description of materials to be used, including manufacturer, color, model etc.(can be included in spec sheet or work order from contractor)
Photos, catalog illustrations, etc. showing the nature, kind, shape, color, materials,
The location survey with the project location drawn on the lot in bold ink and dimensions listed MUST be included (NO EXCEPTIONS)
If Contractor is completing the work, copy of the contractors work license and certificate of insurance.
Please ensure that the application form is fully completed, and all documents are provided to avoid unnecessary delays on the review process.
Solar Panels must also include a design document from your contractor showing the superimposed installation on the roof.

If you have multiple project types, submit each separately, one at a time. Failure to do so could result in your entire project being disapproved.
Please note, the Board's agenda is prepared one (1) week prior to their meeting date. So please ensure that your application is submitted at least 1 week in advance of the meeting, to allow for that application to be reviewed per the PDRB meeting date assigned for your village association.

Once the application is submitted for PDRB review, the PDRB committee for each village association meets to review PDRB applications based on the Village assigned. Please refer to the meeting dates, associated with your Village Association
The PDRB Board will review applications during their scheduled meetings, to make a decision on each application
Once a decision is made on your application, a response will be provided via email to the applicant via email address provided on the application submitted.
Once the PDRB approval is received, homeowners are required to take the necessary steps to attain required county permits before proceeding with construction.
The PDRB/ Architectural review process can take up to 60 days from the time of submission for a decision to be provided.
